Yes, you can switch between monthly and annual at any time through the billing portal. When you switch, the price difference is prorated against what you have already paid.
Your collection data is always safe. Cancelling never deletes anything you have tracked, including collections you made while subscribed. When Premium ends, the free limits on Pokemon custom collections apply again: you cannot create another one while you already have one, and a rule you add cannot leave a collection above 200 cards. The ready-made collections for individual Pokemon, and the completion figures on the Pokedex-by-generation pages, lock again until you resubscribe.
